error reading free/busy

Mailtraq Version:
I have one user that is having issues publishing internet free/busy. I double-checked the settings for this user, but each time someone tries to schedule an appointment for him, we get an Outlook error: "An error occurred reading Internet free/busy data. General failure." The url looks good to me - actually it's identical to all the others that work - http:/server/calendar/%NAME%.ifb.
When testing the url manually (substituting the actual name), nothing happens. When I try my name, I get a response in outlook.
What should I be looking for?
